Alleged Gang Member Charged with Bus Stop Shooting

LOS ANGELES -- A 24-year-old Gardena man accused of shooting into a crowd -- injuring eight people, including five children -- at a South Los Angeles bus stop last week was scheduled to be arraigned this afternoon.

Deputy District Attorney Eric Harmon of the Hardcore Gang Division said Billy Ray Hines (dob 07/12/83), who police allege belongs to the 48th Street Crips, is charged in case No. BA337108 with 15 felony counts. Hines is due to be arraigned in Division 30 of Los Angeles Superior Court.

Hines faces two counts of deliberate, willful and premeditated attempted murder, eight counts of assault with a semiautomatic firearm, one count of shooting at an inhabited dwelling, two counts of shooting at an occupied motor vehicle, one count of discharging a firearm in a school zone, and one count of possessing a firearm while on probation. The prosecutor said all counts carry special gang and gun allegations.

Authorities allege that on Feb. 27, Hines shot eight people on a busy street corner shortly after school let out at George Washington Carver Middle School. According to police reports, Hines fired at least fifteen rounds from a 9mm handgun into a group of bystanders at bus stop as his intended targets weaved in and out of the crowd.

Five children, ranging in ages from 11 to 14, were shot. Three adults also were shot. Victims, one of whom remains hospitalized, sustained gunshot wounds to the face, legs, arms, knees and chest, the prosecutor said. If convicted of all counts, the defendant faces eight life sentences in prison with a minimum parole eligibility date of 154 years.
