Former LAPD Detective Pleads Guilty to Insurance Fraud

LOS ANGELES – A former detective who worked for a security company while collecting Injured-On-Duty (IOD) pay pleaded guilty today to one felony count of insurance fraud and immediately resigned from the Los Angeles Police Department as part of the disposition of the case.

Deputy District Attorney Renee Korn of the Justice System Integrity Division said the resignation letter from 38-year-old Gilbert Barrow was made part of the court file.

Barrow was sentenced immediately by Superior Court Judge Stuart Rice. He was placed on five years of supervised probation, which includes 500 hours of community service and repayment to the City of Los Angeles of $45,000. Barrow also must dismiss all open workers compensation cases he has filed against the Los Angeles Police Department.

Korn said that part of the plea agreement was that the felony count cannot be reduced to a misdemeanor. She said Barrow also was ordered to pay a $200 fine plus a penalty assessment to be determined by the court.

Barrow was charged on April 10, 2007, with one count each of insurance fraud and attempted perjury under oath. The attempted perjury charge was dismissed as part of the plea agreement.

Korn said Barrow, a 12-year LAPD veteran who worked out of the Rampart Station, collected IOD pay from the Los Angeles Police Department while at the same time working for a private security company. The fraud occurred between Sept. 26, 2005, and April 11, 2006.

The case was investigated by the Los Angeles Police Department’s Professional Standards Bureau.
