Former Sheriff’s Civilian Official Pleads Guilty to Grand Theft by Embezzlement
LOS ANGELES – The former Facilities Bureau service manager for the Los Angeles County Sheriff’s Department pleaded guilty today stealing refurbished generators used in emergency situations, selling them to a broker and pocketing the proceeds.
Deputy District Attorney Shelly Torrealba of the Justice System Integrity Division said 61-year-old Randall Lee Kirst entered the plea to the two felony counts of grand theft by embezzlement before Los Angeles Superior Court Judge David Horowitz.
The judge ordered the defendant to repay the Sheriff’s Department $70,000. Kirst also was placed on three years formal probation and ordered to perform 200 hours of work for the California Department of Transportation.
Kirst’s job as Facilities Bureau service manager required him to supervise a staff of more than 80 electricians, plumbers and craftsmen. He had worked for Los Angeles County 30 years.
According to the complaint filed against Kirst in April of this year, the crimes occurred in 2006 and 2007. When Sheriff’s officials discovered one of the generators was missing, then mysteriously reappeared, they were able to trace it and six other generators to a supply company in Colorado. The broker allegedly paid Kirst for the equipment and resold it.
